There is always cgtextures.com, it is free, as in "Textures may be downloaded and used free of charge" in creating "2D or 3D computer graphics, movies, printed media, computer games and 3D models".
However a free acount only gets about 100mb downloads a day, and multiple accounts aren't allowed :/
