I'm fairly certain you can, but I've never played around with it so I don't know how FX would react. Should be okay... as long as you don't mess up or anything. Though why do you want to change the Creature Order? Does it really matter that much?
Anyways, go inside your fxdata folder inside your KeeperFX folder, and open up the creature.cfg file. Then you'll find this.

The imp have the attributes from the wizard
You can't really change the order in any practical sense.
What does work is rename the creature config files. So rename 'horny.cfg' to 'wizard.cfg' and rename 'fly.cfg' to 'barbarian.cfg'. The biggest issue you run into however is that all maps with pre-placed creatures will have the wrong creatures instead. And I'm sure you'll run into some other issues as well.
Your best bet is to ask for this feature on the issue tracker.
Dungeon Keeper map files have creatures selected by index, so changing this order replaces all creatures with another kind.
Also, there are still some unrewritten and unchanged references to specific model index in the game code.
So, changing this order may lead to a mess.
