    I tried to test somethign, seems if I give Archer additional FIRE_ARROW spell, it doesn't fire it faster, like dualing... Am I right?

    It is not possible to give that kind of specialty, where it is able to shoot arrows faster when higher level?

    No, if you give a player the same spell twice, it is just listed twice but it is used at the same time.
