Default Need some help with multiplayer

I already read the tcp_readme and i tried to read around.. It says:

    To join a TCP/IP game:
Specify a command line option -sessions [ip_address]:5555 when starting game.
For instance, if the host's IP address is 55.83.54.187, the appropriate command
    line option is -sessions 55.83.54.187:5555
But where exactly do I write that command? Also, is it still the same thing if your IP is in the format 192.168.1.xxx ?

Alright i figured out the command line thing.. My friend now has the option to connect to the session 192.168.1.xxx:5555 but it doesn't find my game. The port 5555 thing, do I need to forward it on my router? or windows firewall or what? We are lan-ing in the same room using a lan hub.
