I followed the steps up until I had to copy "Keeper.cfg"--I could not find such file so I skipped that file and I did everything else, but when I started it up, the screen flashed then crashed back to desktop--I am hoping that's all I need.

it's in the main directory of your dungeon keeper folder, but you can make one too. Simply make a new, empty text file, rename it to keeper.cfg and put the text from step4 in it, modified to your specification of course.
I created a text file with this:
INSTALL_PATH=E:\Keeper Editor\
INSTALL_TYPE=MAX
LANGUAGE=ENG
still the same
Try the install path as specified in step 4. Check if you did all other steps correctly.
You can also try loading it with DxWnd. It's a small program to download.
I tried step 4 as specified, when that didn't work, I tried the step I posted, I downloaded DXWnd, how do I load it with that?
In the LVL‘s folder I have 4 files, with a blank levels text document— do I need to put anything in that file?
I can’t seem to get it to work but I’ll triple check everything again

I have tried with both in the self-made Keeper.cfg file
INSTALL_PATH=.\
INSTALL_TYPE=MAX
LANGUAGE=ENG
and the actual path
INSTALL_PATH=E:/keeperfx/editor
INSTALL_TYPE=MAX
LANGUAGE=ENG
still the same, when I click on the editor, the screen flashes black for a few seconds then crashes
are you saying to copy the files in the "emtylevels" folder into the 'levels' folder of KeeperFX, where the folders 'classic' 'deepdngn' 'legacy' 'lost lvls' 'personal and standard folders are?
